"View Entire Document" As Default View

I think it would make more sense for publications (eg the What You Need to Know series, the PDQs, etc.) to open in the "View Entire Document" format rather than as they currently appear. "View Entire Document" still has hot links to the specific sections, but it also makes for easier searching and not having to constantly jump back and forth between sections of the same publication.
